  Elisa M. Speranza
President


Elisa M. SperanzaElisa M. Speranza is president of CH2M HILL OMI, based in Denver. She was appointed to this position in January 2008.

A recognized leader in the North American water profession, Speranza directs operations, administration and client relations for CH2M HILL OMI and is responsible for establishing and achieving the firm's vision, market strategy and performance objectives.

Speranza joined CH2M HILL OMI after seven years with CH2M HILL's Water Business Group, serving in a number of leadership roles. Most recently, she led the group's Utility Management Solutions Service Team. Prior to CH2M HILL, Speranza worked for several consulting firms and operated her own consulting practice. From 1992 to 1996, she was deputy director of the Massachusetts Water Resources Authority and previously was a project manager for the Boston Water and Sewer Commission. Earlier work focused on issues such as public housing, community development and mass transit.

Speranza earned a master's degree in public administration from Harvard University's Kennedy School of Government and a bachelor's degree in political science from Boston College. She is the vice president of the global nonprofit Water For People, which helps provide clean water and sanitation solutions to people in developing countries; a past American Water Works Association Executive Committee member; and a past leader of several other water- and community-oriented organizations. Her work has been extensively published and presented, and in 2007 she received the AWWA's Outstanding Service award.

Steve Meininger
Global Operations Director, Project Delivery & Operations


Steve MeiningerSteve Meininger is the global operations director for project delivery and operations at CH2M HILL OMI, an operations and maintenance company based in Denver. He was appointed to this position in October 2008.

A Professional Engineer who first joined CH2M HILL in 1993, Meininger today is responsible for customer satisfaction and for financial, technical, safety, compliance and administrative aspects of all CH2M HILL OMI client sites worldwide. Working with regional vice presidents and local managers, he ensures each project meets quality, safety and performance objectives.

Previously, Meininger served as the company's regional vice president overseeing the combined Industrial/Federal Group, the Northeast Region and the Technical Services Group. Earlier in his career, Meininger was a regional business manager responsible for delivering multiple industrial projects. He also served several years as a project manager for one of CH2M HILL OMI's largest industrial customers, ensuring delivery of wastewater treatment and remediation services. Prior to joining CH2M HILL OMI in 1997, he was a project manager and lead process engineer for CH2M HILL's industrial process group.

Meininger earned a master's degree in environmental engineering from Clemson University and a bachelor's degree in civil engineering from Virginia Tech. He is a member of the Water Environment Federation and the American Society of Civil Engineers. In 2007, he received the Virginia Tech engineering school's Outstanding Young Alumni Award, at the time just the 23rd recipient out of more than 9,000 engineering graduates.

Scott Haskins
Director, Technology, Quality & Innovation


Scott Haskins Scott Haskins is the director of technology, quality and innovation at CH2M HILL OMI, an operations and maintenance company based in Denver. He was appointed to this position in November 2008.

The Technology, Quality & Innovation group provides a strategic focus on growth, processes and business lines across the company, including initiatives related to sustainability, compliance and O&M consulting.

Haskins joined CH2M HILL OMI from CH2M HILL's Water Business Group, where he was a vice president and principal management consultant providing expertise on a range of utility management practices. He joined CH2M HILL in 2007 after 33 years with the City of Seattle. As the deputy director of Seattle Public Utilities — one of the most progressive water utilities in the country — Haskins was responsible for utility systems management for drinking water, surface water, wastewater and solid waste functions. He also provided oversight for emergency management, security, asset management and major interdepartmental projects. Before that he was SPU's director for operations and maintenance, resource management, finance and administration.

Haskins earned both a master's degree in public administration and a bachelor's degree in political science from the University of Washington. He is a member of many professional organizations such as the American Water Works Association, the Water Environment Federation and the International Water Association. Haskins also is the co-author of two AWWA books, has published several papers and journal articles, and holds a professional designation from the Design-Build Institute of America.

Gary L. Miller
Senior Vice President, Business Development & Planning


Gary Miller Gary L. Miller is senior vice president of business development and planning at CH2M HILL OMI, based in Denver. He was appointed to this position in January 1996.

Miller manages global strategic planning and business development activities for the company. His responsibilities include overseeing all operations and maintenance and alternative project delivery (design-build-operate, build-operate transfer) development efforts in the municipal, federal and industrial sectors. Miller also has led the company’s efforts to diversify its services — first into serving industrial customers and most recently into delivering complete municipal services with the addition of the landmark city of Sandy Springs project in Georgia.

Miller joined CH2M HILL OMI in 1994 as vice president of business development, following a vice president role at JMM Operational Services where his marketing and client service leadership helped increase the firm's revenue from $3 million to $36 million in just four years.

He has a total of 30 years' experience — a unique blend of operations, management, business development and executive leadership experience. He has worked with more than 300 communities in the U.S., Canada, Asia, Latin America, Europe and the Middle East on structuring partnerships, from concept through full implementation.

A recognized expert on public-private partnerships, Miller has published and presented papers in dozens of venues in the U.S., Europe and Asia. Still a top-certified water and wastewater operator in California, he holds an associate of science degree in water and wastewater technology from Rio Salado Community College, Phoenix, Ariz., and served as a water and wastewater operator during his tenure in the U.S. Air Force.

Natalie Eldredge
Vice President and Business Manager


Natalie Eldredge Natalie L. Eldredge is vice president and business manager at CH2M HILL OMI, based in Denver. She was appointed to this position in December 2007.

Eldredge is the senior financial officer for the company, leading finance and accounting initiatives; risk management and commercial management strategies; and related finance, analysis and planning activities.

She previously served as the company's assistant business manager and joined CH2M HILL OMI in 2004 as the director of accounting. Her experience includes developing and implementing Sarbanes-Oxley internal control processes and successfully converting financial systems to a new technology platform. In addition, she provides client support such as developing project financing solutions and risk management strategies. Before that, Eldredge was a senior audit manager at Ernst & Young LLP for nearly nine years, planning and managing financial audits for large public retail and manufacturing clients around the world.

A Certified Public Accountant, Eldredge earned a bachelor's and a master's degree in accounting from the University of Denver and served in a one-year assignment as a technical assistant for the Financial Accounting Standards Board in Norwalk, Conn. She is a member of the Colorado Society of Certified Public Accountants and the American Institute of Certified Public Accountants.
